Commanding in China, that the site of the North Barracks recommended by M. Mercer in his despatch

of 30th January could not by any possibility be made available for several years, for even if the present intention be carried out of removing the greater portion of the Garrison to Kowloon, the Barracks there would not be inhabitable for at least three years - Besides, there appears now to be some doubt if the Barracks at Kowloon will be erected at all - I am informed that the present Military Medical authorities here agree in questioning the soundness of their Predecessors' opinions, and consider that Kowloon is not likely to prove as healthy even as Hongkong.

I next placed the accompanying Notification in the Gazette, but the result proved that a suitable site could not be repurchased from amongst lands in Victoria already disposed of, except at a cost which rendered the proposition altogether inadmissible.

I was thus reduced to a selection of the most eligible situation still in the possession of the Government, and on full
